As you may be aware, Uganda is in the process of enacting the National Health Insurance Law spearheaded by the Ministry of Health. For many reasons the health sector is struggling to improve indicators on all fronts. The purpose of the Bill is to promote health financing for improved health care for all which is universal health coverage. This can be achieved if there is an established accountability framework that will enhance a strong relationship among clients, patients and health care providers. The framework will be promoted through enactment of the Patients and Responsibility Bill 2015; which will give patients a way to address any problems they may encounter; encourage patients to take an active role in diseases prevention and behaviour change for improved health outcomes and wellbeing.
UNHCO is co-organising this meeting with UHF to fast track the accountability framework for achieving the Right to Health and universal health coverage in Uganda.
